Baoguan New Materials Technology (Shandong) Co., Ltd. (宝冠新材料科技（山东）有限公司) was established in 2021 and operates from Fuhua Street in the Yucheng National High-tech Industrial Development Zone at Dezhou, Shandong Province. The plant makes sorbitan ester and polysorbate emulsifiers, covering Span 20, 40, 60, 65, 80 and 85 and Tween 20, 40, 60, 65, 80 and 85, alongside mono- and diglycerides, polyglycerol fatty acid esters, sodium stearoyl lactylate and calcium stearoyl lactylate. It also takes contract manufacturing work. Its stated annual production capacity is 200,000 tonnes.

The site is one production base of the Baoguan group, a privately held company founded in 2001 and headquartered in Tongzhou District, Beijing. The group operates across specialty chemicals, new materials, petrochemicals, textile auxiliaries and food additives, and lists an annual design capacity of 200,000 tonnes. Its other manufacturing subsidiaries are Xianghe Baoguan Auxiliary Co., Ltd. in the Xianghe Economic and Technological Development Zone, Hebei Province, and Jilin Guoxing Baoguan Auxiliary Co., Ltd. in the Jilin Economic and Technological Development Zone.

Beyond food additives, Baoguan supplies emulsifiers and auxiliaries for industrial oils, agricultural film, textile fibres, PVC resin and detergents. The Shandong plant's chemical auxiliary and food additive construction project passed fire safety acceptance, and an affiliate, Xianghe Baoguan Plastics Auxiliary Co., Ltd., has been designated a Hebei Province specialised and innovative enterprise. The company is listed as a spring FIC exhibitor by the China Food Additives and Ingredients Association.
