Hebei Tianlihai Flavors and Fragrances Co., Ltd. is a wholly owned subsidiary of Beijing Tianlihai Flavors and Fragrances Co., Ltd. Its factory is at Xiaodongqu village in Xinglong Town, Xinglong County, Chengde, Hebei, and the sales office is at Yumin Street in Yukou Town, Pinggu, Beijing.

The company makes maltol and ethyl maltol, sold under the Jingcui brand as sweetness and aroma enhancers, together with food flavours. It describes itself as a large specialised industrial base for methyl and ethyl maltol production, with output and sales volumes among the highest in the sector worldwide, and its materials are exported to developed markets.

Assets are given as more than 200 million yuan, with over 500 employees, of whom more than 200 hold junior, intermediate or senior engineering titles. The Jingcui trademark was recognised as a well-known trademark in China by the State Administration for Industry and Commerce in 2010. The company was rated a contract-abiding and creditworthy enterprise by the Beijing administration continuously from 1991, received the national equivalent of that designation in 2003 and was named among the top hundred enterprises in the food additive sector.

Certification covers ISO 9001 quality management, ISO 14001 environmental management, ISO 45001 occupational health and safety and ISO 22000 food safety, together with kosher certification and halal certification, and BRC global standard certification for food safety. The company sells through agents in Chinese provincial capitals and appointed distributors in other large and medium cities.
