Shandong Mimei Biotechnology was established in 2019 at No. 1 Yudong Road in Dongcheng Street, Linqu County, part of Weifang in Shandong. Registered capital is CNY 105 million against planned total investment of CNY 500 million. The project occupies 210 mu, about 14 hectares, with a planned construction area of 120,000 square metres, and Shandong province has listed it as a key enterprise in its industrial upgrading programme.

The company produces microbial polysaccharides by fermentation. Pullulan is the principal product, with annual capacity given as 3,000 tonnes of biopolysaccharides alongside 10,800 tonnes of dextran, 10 billion polysaccharide capsule shells and 80 million polysaccharide films. Workshops are laid out to GMP specification and the process runs on an industrial automation system.

Pullulan is used as a film former and as an alternative to gelatin in hard capsule shells, and also in tablets, sprays, drops and patches. Outside pharmaceuticals the company points to pharmaceutical excipients, cosmetic antioxidants and humectants, food preservation and functional face masks. Research is carried out jointly with Chinese universities. Certification covers quality, environmental, food safety and occupational health and safety management systems, HACCP, CERES organic certification, halal, kosher and a Chinese food production licence.
