Roasted chilli is dried capsicum that has been deliberately heat treated before being flaked or ground, so that the roasting changes the aroma rather than simply drying the fruit. It is a distinct commercial item from ordinary chilli powder and is bought where a deep, toasted, slightly smoky character is wanted alongside the heat.
Roasting works on the sugars and amino acids of the pod, generating pyrazines, furans and pyrroles through the Maillard reaction and caramelising the residual sugars, which is why the aroma shifts from bright and fruity to nutty and toasted. It also darkens the colour, since carotenoid pigments degrade as the temperature rises, so a heavily roasted product trades measurable ASTA colour for aroma. Capsaicinoids are comparatively heat stable, and pungency changes far less than colour or aroma.
The material sells as coarse flake, crushed pod or ground powder, brick red through to dark brown depending on roast level. It disperses rather than dissolves, and its pungent and aromatic fractions are fat soluble, so it develops most fully when bloomed in hot oil. Colour fades and the toasted aroma flattens with light and air, so barrier packaging with a nitrogen flush is standard.

Common Markets Grades
Roast level is the defining grading axis, running from a light toast that keeps most of the colour and adds a gentle nuttiness through to a dark roast used in smoky Sichuan and Mexican style applications, where colour is deliberately sacrificed. Roast level is specified against a visual and sensory standard supported by an ASTA colour figure.
Heat is the second axis, declared in Scoville heat units and controlled by variety selection and by how much of the seed and placenta is retained, since those tissues carry the bulk of the capsaicinoids. Cut is the third, with whole roasted pods, crushed flake with seed, deseeded flake and fine powder all traded separately. Steam sterilised material is a separate position from untreated, although the roasting step itself carries a substantial microbiological reduction, and smoked variants, in which the drying is carried out over wood smoke rather than in a hot air roaster, are a distinct product rather than a roast level.

Regulatory Status
In the United States roasted chilli is a spice rather than an additive, and spices, oleoresins and natural extractives are generally recognised as safe for their intended use under 21 CFR 182.10 and 182.20. Imported material is subject to the food safety preventive controls and foreign supplier verification requirements, and lots are examined for filth, mould and Salmonella at entry. Where paprika or capsicum extractives are added to standardise colour, they are colour additives exempt from certification and must be declared as such.
In the European Union roasted chilli is an ordinary food under general food law and the hygiene framework, so no E number applies to the spice itself. Aflatoxin and ochratoxin A limits for dried chilli, pesticide maximum residue levels and the prohibition on ethylene oxide treatment are the main compliance points, and unauthorised industrial dyes used to enhance the colour of chilli products remain a recurring basis for border rejection. Because the product is heat treated, the contaminants legislation on polycyclic aromatic hydrocarbons is also relevant where direct fired or smoke roasting is used. Codex commodity standards for chilli and paprika and the code of hygienic practice for spices and dried aromatic herbs are the usual contractual references.
Manufacturing Process
Dried chilli pods are received against variety and origin specification and cleaned by air classification, destoning, sieving and metal separation. Where the heat target requires it, pods are cut open and the seed and placental tissue are partly removed, since these carry most of the capsaicinoids and also scorch faster than the pericarp during roasting.
Roasting is carried out in a rotary drum roaster, a continuous belt roaster or a fluidised hot air roaster, with product temperature and residence time held to a defined profile. The window is narrow: too little heat leaves the raw fruity note intact, while too much destroys the colour and produces acrid, burnt notes that cannot be blended out. Roasted pods are cooled rapidly by forced air, which is what fixes the profile, and are then rested before milling so that moisture equilibrates through the tissue. Milling follows in impact or roller mills, chilled where the target is a fine powder, and the ground material is classified through sieves to the specified cut. Where a further microbiological reduction is required, a steam sterilisation and vacuum cooling step is inserted before milling. Finished product passes a check sifter and metal detector and is filled into foil laminate under nitrogen.
