Water Soluble Capsicum Oleoresin is a capsicum extract that has been pre-emulsified with food-grade surfactants and co-solvents so that it disperses cleanly into aqueous matrices without oiling out.
The active capsaicinoid fraction is unchanged. What changes is the carrier system: polysorbate 80, polysorbate 20, ethanol, propylene glycol, or glycerol are blended in so that the finished concentrate forms a clear or translucent solution when stirred into water.

Common Markets Grades
Water Soluble Capsicum Oleoresin is graded on SHU and on dispersion class.
Beverage-clarity grades typically run at 30,000 to 100,000 SHU and produce a clear or only slightly hazy solution at use levels in soft drinks and ready-to-drink shots.
Sauce and dressing grades sit at 100,000 to 500,000 SHU and may form a fine micro-emulsion rather than a true solution, which is acceptable in opaque matrices.
Polysorbate-80 systems carry higher payloads of capsaicinoids and tolerate hot fill, while ethanol/propylene-glycol systems are preferred where polysorbate is restricted by label or by religious certification.
Most grades carry 20 to 50 percent active oleoresin in the surfactant blend.

Regulatory Status
The same rules govern the capsicum extract component of Water Soluble Capsicum Oleoresin as conventional capsicum oleoresin: Regulation (EC) No 1334/2008 in the European Union and 21 CFR 182.20 in the United States, where it is GRAS.
The surfactant carriers are regulated separately. Regulation (EC) No 1333/2008 approves polysorbate 80 as E433 in the European Union, and 21 CFR 172.840 lists it in the United States. Polysorbate 20 carries E number E432 and a parallel U.S. listing.
The European Union approves propylene glycol as E1520, and it is GRAS under 21 CFR 184.1666 in the United States, with use-level limits in some beverage categories.
Where polysorbate or propylene glycol does not fit the label policy (for example, clean-label or some halal interpretations), an ethanol/glycerol-only system can be specified instead.
Manufacturing Process
Manufacture starts from a standard oil-borne capsicum or capsaicin oleoresin of known SHU. The oleoresin is warmed to a working viscosity and the surfactant system is dosed in under controlled shear.
Polysorbate 80 is the standard surfactant for water-soluble grades because its HLB sits in the right range to emulsify the predominantly non-polar capsaicinoid load into water. Polysorbate 20 is sometimes used where a lower HLB and a different sensory profile are wanted.
Ethanol or propylene glycol is added as a co-solvent to lower the interfacial tension and to keep the finished concentrate fluid at room temperature. Glycerol may be added for mouthfeel and for low-temperature stability.
The blend is homogenised at moderate pressure and filtered. Lot release tests include SHU, dispersion clarity in standard water at a defined use level, and stability at the target fill temperature.
