Confectionery Flavour
Confectionery flavour is the group of compounded flavourings formulated for sugar confectionery, chocolate and chewing gum, where the requirements are set less by the taste target than by the process the flavour has to survive. A hard boiled sweet is deposited at around one hundred and forty degrees Celsius, a chewing gum base is compounded hot on a sigma blade mixer, and a chocolate is conched for hours, so a flavour that performs well in a cold drink can be stripped or distorted entirely in these systems.
The chemistry follows from that. Confectionery flavours favour thermally stable esters, ketones and lactones over the light aldehydes that carry fresh fruit character, use fixatives and higher boiling analogues to hold the profile through cooking, and are often overdosed on top notes to allow for the fraction lost as steam at the depositor. Mint and cooling profiles form their own group, built on peppermint and spearmint oils with menthol and synthetic cooling agents such as the carboxamide types, which give a cooling sensation without the aroma load of menthol.
Physical form is the other deciding variable. Water and glycol soluble liquids are used in sugar systems, oil soluble liquids and powders in chocolate and fat based centres where water would seize the mass, and spray dried and encapsulated powders in tablets, chewing gum and dry mixes where a liquid would interfere with compression or with the gum base.

Common Markets Grades
Grades divide first by carrier and solubility, since propylene glycol, triacetin, triethyl citrate, ethanol and vegetable oil each suit a different confectionery matrix, and a glycol carried flavour dosed into chocolate will thicken the mass. Second, by heat stability, with standard grades for cold and warm processing and high temperature grades formulated to be dosed into hot boiled syrup.
Third, by delivery form. Neat liquids are the default for deposited sweets, spray dried powders on maltodextrin or gum acacia are used in tablets and compressed products, and encapsulated grades made by fluid bed coating or by spray chilling into a fat matrix are used in chewing gum and in centre fills, where the aim is to delay release rather than to prevent loss. Fourth, by declaration, with natural, natural and artificial, and artificial grades available for most profiles. Sugar free applications add a further requirement, since flavours for polyol confectionery are formulated to mask the cooling effect of the polyol and the lingering character of high intensity sweeteners.

Regulatory Status
In the United States the individual flavouring substances used hold FEMA GRAS status, and essential oils and natural extractives appear on the lists at 21 CFR 182.20. Flavours count as flavourings rather than as food additives, and the declaration on the finished confectionery follows 21 CFR 101.22, which sets when the label may read natural flavour and when artificial flavour must be used, and which also governs the use of a fruit name on a product whose characterising flavour is not from that fruit. Carriers such as propylene glycol, triacetin and modified starch are permitted food ingredients under their own regulations.
In the European Union, Regulation (EC) No 1334/2008 and its Union list authorise flavouring substances, and flavourings carry no E number, although carriers, colours and antioxidants used within them are additives under Regulation (EC) No 1333/2008 and must be declared. That flavouring regulation also fixes maximum levels in confectionery for certain substances that occur naturally in aromatic plants, and mint confectionery is one of the categories where those limits are directly relevant. Cooling agents used in confectionery are assessed as flavouring substances rather than additives. Codex addresses the field through its general guidelines for the use of flavourings and its standards for cocoa products and chocolate, which limit which flavourings may be added to a product named as chocolate.
Manufacturing Process
Manufacture is a compounding operation. Aroma chemicals, essential oils, extracts and any natural preparations are weighed individually against the master formula in a temperature controlled dispensary, with the top note, body and fixative fractions usually prepared as sub-compounds so that materials present in fractions of a percent are dosed accurately. The weighed materials are charged into a stainless steel vessel with the chosen carrier, agitated until dissolved, held to let the blend come together, then polish filtered and released against a retained reference by sensory panel and gas chromatography.
Encapsulated and powder grades take further steps. For spray drying, the flavour is emulsified into a solution of maltodextrin, modified starch or gum acacia, homogenised to a fine and stable droplet size, and atomised in a drying tower, then screened and sometimes agglomerated. For higher retention, the dried powder is coated in a fluid bed with a further wall material, or the flavour is dispersed into molten hydrogenated fat and spray chilled into solid microspheres that release only when the fat melts in the mouth. Flavour load, surface oil and release profile are the release criteria for these grades, and surface oil in particular is controlled because it oxidises and produces off notes in storage.
