Modified Starch is the collective name for native starches that have been altered by physical, chemical, or enzymatic treatment to deliver functional properties unavailable from the parent granule.
The European E number range E1400 to E1452 covers the regulated chemical modifications, while dextrins, pre-gelatinized, and heat-moisture-treated grades occupy the physical-modification space.

Modified Starch grades are defined by the modification chemistry and the parent botanical source.
E1400 dextrins are partially hydrolysed starches used as carriers, fillers, and binders.
E1404 oxidised starch carries carbonyl and carboxyl groups for paper, batters, and confectionery use.
E1410 monostarch phosphate and E1412 distarch phosphate are cross-linked grades for shear and acid stability in canned and frozen foods.
E1414 acetylated distarch phosphate is the standard texture starch in retort, frozen, and refrigerated convenience foods.
E1420 acetylated starch lowers gelatinization temperature and improves freeze-thaw performance.
E1422 acetylated distarch adipate is widely used in dairy desserts and frozen sauces.
E1442 hydroxypropyl distarch phosphate is the grade chosen where freeze-thaw stability and clarity matter most.

Regulatory Status
Modified Starches are tightly regulated as food additives.
The EU lists 14 modified starches under E1400 to E1452, each with maximum residual reagent limits and a Commission specifications regulation. JECFA has evaluated the major classes and concluded that no numerical intake limit is needed for the standard food-grade chemistries.
The U.S. FDA covers modified food starches under 21 CFR 172.892, listing the permitted modifications, reagent levels, and end-use category restrictions.
Labelling rules differ. The EU requires the specific E number on the ingredient list, while the U.S. allows the simpler declaration modified food starch. Source declaration is increasingly demanded by retailers under clean-label and allergen-management policies.
Halal and Kosher certifications are routinely available. The genetically modified status follows the parent starch source.
Manufacturing Process
Modified Starch is produced by treating a starch slurry under controlled pH, temperature, and reagent dose.
For cross-linked grades, sodium trimetaphosphate, sodium tripolyphosphate, or phosphorus oxychloride is added to the slurry at alkaline pH. The reagent forms covalent bridges between hydroxyl groups on neighboring starch chains, reinforcing the granule against swelling and shear.
For stabilised (substituted) grades, acetic anhydride, vinyl acetate, propylene oxide, or octenyl succinic anhydride is added to introduce blocking groups that prevent retrogradation and improve clarity and freeze-thaw behaviour.
Oxidised starches are treated with sodium hypochlorite or hydrogen peroxide to introduce carbonyl and carboxyl groups and to depolymerize the chains to a target viscosity.
Pre-gelatinized starches are gelatinized in a continuous cooker and dried on a drum or in a spray dryer, producing a cold-water-thickening powder.
After reaction, the slurry is washed to remove residues, dewatered, dried, and milled to a free-flowing powder.
