Buffered Vinegar
Buffered vinegar is vinegar whose acidity has been partially neutralised with a food grade alkali, converting part of the acetic acid to acetate and leaving an acetic acid and acetate buffer system. It is sold as a clean label antimicrobial for meat, poultry and prepared foods, where the object is to deliver the preservative action of acetate without the pH drop and sour flavour that adding vinegar at an effective dose would otherwise cause.
The buffering is what makes the product commercially distinct. Plain vinegar at a level high enough to control Listeria monocytogenes would acidify a cooked meat emulsion out of specification and taste of vinegar. Neutralising most of the free acid with sodium hydroxide or sodium carbonate raises the pH of the concentrate into the range of roughly 5 to 8 while retaining the acetate ion, so the ingredient can be dosed at a functional level and still be declared simply as vinegar or buffered vinegar on the label.
Two presentations exist: a clear to pale amber liquid concentrate, typically 30 to 60 percent solids, and a free flowing spray dried powder on a maltodextrin or starch carrier. Both are fully soluble in water, stable through cooking and retorting, and thermally stable enough to survive extrusion and drying.

Common Markets Grades
Buffered vinegars are proprietary formulated products rather than a single defined chemical, so the specification is set by the manufacturer and confirmed by assay rather than by a public monograph. The main variables in trade are total acetate content, the residual free acidity and pH of the concentrate, the sodium content, and whether the product is liquid or dried.
Liquid concentrates are the standard for injected brines and for emulsified products where water is being added anyway. Dried grades are chosen for dry rubs, seasoning blends and low moisture applications, and carry a lower acetate content because of the carrier. Many suppliers also offer blends in which buffered vinegar is combined with cultured dextrose, vinegar derived diacetate or lemon or cherry powder, sold as complete clean label preservation systems with a claimed shelf life extension in a defined product category. Those blends are specified on performance in the finished product rather than on composition alone.

Regulatory Status
Buffered vinegar is treated as a food ingredient rather than as a food additive, which is the basis of its clean label positioning. In the United States vinegar is a traditional food, acetic acid is affirmed as generally recognised as safe, and the sodium and potassium acetates formed by the neutralisation are themselves generally recognised as safe, so the product is used under those existing clearances and is declared by name in the ingredient list. Its use as an antimicrobial in meat and poultry falls under the authority of the United States Department of Agriculture, which reviews antimicrobial ingredients for the categories and use levels in which they are applied, and the labelling term used must reflect what the ingredient actually is.
In the European Union vinegar is a food and carries no E number, while purified acetic acid is E 260 and sodium acetate is E 262(i). Because a buffered vinegar is manufactured by deliberate chemical neutralisation rather than by fermentation alone, its status as an ingredient rather than an additive depends on how the individual product is made and presented, and that assessment is made case by case in each market. JECFA has evaluated acetic acid and the acetate salts as a group and concluded that no numerical limit is required.
Manufacturing Process
The starting material is finished vinegar, usually spirit or distilled white vinegar made by yeast fermentation of a neutral alcohol substrate followed by acetous fermentation with Acetobacter in a submerged acetator. That vinegar is concentrated, either by running the fermentation to high acidity or by membrane or evaporative concentration, to give a strong acetic acid solution as the feedstock for buffering.
Buffering is a controlled partial neutralisation. Sodium hydroxide, sodium carbonate or a potassium equivalent is metered into the concentrated vinegar under cooling and continuous pH measurement, and the end point is fixed by the target pH and by the ratio of free acid to acetate that the formulation calls for rather than by a fixed stoichiometric amount. The neutralised liquor is filtered clear and, where colour matters, treated with activated carbon. It is then standardised on acetate assay, pH and solids, filtered again through a polishing filter, and either filled as a liquid concentrate or fed to a spray dryer with maltodextrin or a modified starch carrier. Dried powder is screened, checked for moisture and packed into moisture barrier bags, since the acetate content makes it hygroscopic.
